Elementary (PreK - 5)
What is the Goal?
Accelerate reading achievement so at least 85-90% of ALL students, grades PreK - 5, are performing on or above grade level.
How is the Goal accomplished?
The Literacy First consultant will build the capacity of the teachers and the leadership team to accomplish the goal. Teachers will strengthen their knowledge of the reading skills/processes and how to teach them in a systematic explicit manner. Principals will strengthen their instructional leadership skills to effectively monitor and support all the critical elements necessary to achieve the goal.
The three-year plan to accomplish the goal includes the following:
1. A schedule is developed for students to receive, on a daily basis, 2 hours of systematic and explicit reading instruction plus up to 20 minutes of monitored independent reading practice.
2. The Literacy First consultant provides the following services over 3 years.
  a. Each teacher participates in 8 days of intensive reading professional development over two years.
  b. 22 days of coaching/consulting to reinforce the process, skills and content presented during the professional development.
  c. Develops the capacity of the building leadership team to continue the full and effective implementation of the Literacy First Process at the completion of the 3 years.
3. Content of the training includes:
  a. How to use formative assessment data to drive daily reading instruction.
  b. How to form and use flexible skill groups so students are taught at their "zone of proximal development
  c. How to structure reading lessons to ensure that students are taught the reading process in a systematic and explicit manner
  d. How to use literacy centers to provide reinforcement of reading skills and processes taught in flexible skill groups
  e. Curriculum includes phonemic awareness, phonics, advanced decoding, fluency, vocabulary, comprehension skills, strategic reading tools and metacognitive processes
4. Use of My Data First, a customized data management and analysis system.
5. Participation in the annual Leadership Institute to develop instructional leadership skills.
What are the results?
Turi T. Small Elementary, Volusia County, Florida - 85% Free/Reduced, 90% African American - 85% students on grade level on reading FCAT, State Grade of A

Northern Elementary, Fayette County, Kentucky - 80% Free/Reduced, 89% students on grade level reading KCCT

29 Literacy First schools in Oklahoma outperformed all schools with similar demographics and performed better than the state average on nationally normed reading assessments.

Developing Expert Reading Teachers 20 tape video training series to be retained by each school
Materials Teacher Manual - containing criterion referenced, benchmarked, reading curriculum and instructional reading activities. In addition, each teacher receives 7 resource books filled with ready to use activities for reading instruction and literacy centers
